Prepare pasta according to package directions; drain.
Meanwhile, in a medium saucepan, combine reserved clam liquid, clam juice, butter, garlic, parsley, ground black pepper and a pinch of crushed red pepper flakes (if desired). Bring to a boil over medium-high heat; boil 10 minutes.
Remove from heat; stir in clams.
Toss clam sauce with hot cooked pasta.
